Modification to Executive Order 4 of 2023
The Ministry of Labor and Labor Development, according to Memorandum No. 002 of 2023, communicates that Executive Decree No. 4, will be subrogated and published in the Official Gazette, a new Executive Decree, with final provisions of the regulation of Labor Migration in Panama. The same will be a document that compiles the more than 20 (twenty) Decrees that existed previously and that define the new classifications of work permits.

A new Decree will be issued replacing the recent amendments, unifying the different types of work permits for foreigners.
This new Decree will be published in the Official Gazette.
A Procedural Manual and Guidelines for the submission of new work permits will be implemented.
Validity of the New Decree
The date on which this Decree and its provisions will become effective will be included in the Official Gazette.
Information Sessions
The Ministry of Labor will conduct four (4) informative sessions related to the new Decree.
The date of these sessions will be notified at a later date.
